This is a common question, some of us may considering communication problem as a consideration before deciding in which country he/she would take his/her master/doctoral degree. If it were Australia, United Kingdom, Canada, Singapore, Malaysia... maybe no consideration needed, because only english capability needed. But what about Japan, should we have certain level of Nihon-go capability besides english?
The answer is "No"... off course not all kind of scholarship in Japan do not need it. But for those offered by JICA, as long as I knew it no Japanese ability required. And again, off course it doesn't mean that we can run and hide from Nihon-go forever... c'mon you're gonna be here for like 2 or even more years. You can not run from Nihon-go forever. So it is still needed only for your daily live, but not for academic's requirement.
My course, maybe since this year, give a tentative schedule to take 50 hours of Nihon-go course before Academic activities started (arranged by JICA). And I really really suggest not to miss it. I was just finished my last day Nihon-go course, and I promise you that there won't be any test at all. But since this is a special class, there won't be too many students in the class. My class was only attended by me and my Chado friend, Bolofa. So no time for fooling around, unfortunately :-).

So, above of all... my point is that Japanese language (in)ability should not be a factor that can weaken your choice, because many University in Japan provide special class which only conducted in English. As for your daily life usage, it'll be all up to you, but you don't wanna come back home after two years living in Japan without even simple Japanese phrases language ability , would you?
